Lagos State Governor Babajide Sanwo-Olu has approved the elevation of seasoned educator and administrator Mrs Bilquees Toyin Adekoya to the position of Permanent Secretary within the Lagos State Public Service.
The elevation was formally announced in an official service circular issued on Tuesday, 13 October 2026, by the Lagos State Head of Service, Mr Bode Agoro.
Mrs Adekoya, a Grade Level 17 officer who previously served as Principal and Director of Education under Education District VI, enters the highest administrative tier of the state’s public sector. Widely recognised across academic and professional circles, she is the wife of Professor Khalid Adekoya, former President of the University of Lagos Muslim Alumni.

Her elevation forms part of a wider administrative move by Governor Sanwo-Olu aimed at reinvigorating the state government’s policy implementation apparatus and enhancing public service delivery across ministries, departments, and agencies.
Five other senior directors on Grade Level 17 were also elevated to the position of Permanent Secretary alongside Mrs Adekoya. They include Dr Olawale Mahadiyu Adegbite from the Health Service Commission, Mrs Folashade Aina Thomas-Orogan and Mr Adebayo Mubashiru Haroun from the Ministry of Justice, Mrs Olayinka Margret Oye-Bamgbose from the Lagos State University Teaching Hospital, and Mr Olatunbosun Sunday Ogunbanwo from the Ministry of Health.
According to the Head of Service, all appointments took effect from 13 October 2026, with specific ministerial postings and administrative portfolios to be announced in due course ahead of a formal swearing-in ceremony.
